The Tesla Autopilot has been continuously improved since its release in 2014. I can only guess that Tesla will make HW3 available for a fee after all of the FSD buyers have it installed. And that fee will be $7000, and includes all Full Self-Driving features. I don't see any incentive for Tesla to make it available for anything less than a full FSD upgrade. The labor and parts costs are just too great.
